Job Purpose:
This position is part of the Engineering and Regulatory Compliance Team working with the entire Pipeline organization to provide support necessary to operate our pipeline assets and the business in a manner that is safe, reliable, and compliant with all applicable State and Federal regulations.
Essential Duties and Responsibilities include the following:
- Manage a project from initiation to closure.
- Completing and submitting Authorization for Expenditures (AFE) for stakeholders review and approval.
- Developing a project plan that includes timelines, milestones, and resources needed
- Define project scope and costs to minimize scope creep, schedule site visits with Operations and contractors
- Determine the relevant Crimson, Regulatory, and/or Engineering Standards for local operations and projects.
- Facilitate team meetings ensuing that team members are collaborating effectively.
- Ensure that the processes for design and construction of new facilities and the modification and maintenance of existing facilities meet the requirements of Crimson Engineering Standards and DOT Requirements.
- Create procedures and work plans to define contractor and internal departmental expectations; work with internal departments to ensure procedure is approved by all stakeholders
- Ensure projects incorporate applicable local standards and regulatory requirements and the application of approved procedures in every project involving contractors.
- Bid out work as necessary; onboard contractors and procure materials for a project
- Execute project within the defined budget by scheduling pre-construction meetings, tracking work and costs, directly overseeing, and troubleshooting assigned projects
- Gather documentation and organize per any established guidelines, standards, and regulations.
- Recognize if engineering calculations or considerations are needed in each scope of work.
- Work alongside internal or external engineers to develop engineered drawings and necessary calculations. The PM will not be responsible for performing any engineering design work or calculations
- Project locations will be predominantly in the LA Basin Area. Travel up to 25% with a Crimson vehicle.
Education:
- High school diploma or GED required.
- Bachelor’s Degree from an accredited college strongly preferred.
- B. S. Degree in Science from an accredited college preferred.
Certification:
- PMP preferred, or can be obtained within 1 year of employment
Work Experience:
- 4 years of project management experience is preferred.
- 5-10 years of combined technical experience in Engineering, Maintenance or Operations is preferred
Competency:
- Strong knowledge of Pipeline operations and DOT regulations preferred.
- Understanding and interpreting API, ASME standards preferred.
- Proficient in MS Office and able to learn different software systems (e.g., SharePoint).
- Strong verbal and communication skills.
- Able to collaborate and work in a team environment.
- Excellent interpersonal skills with the ability to influence others, communicate effectively, manage conflicting priorities, and establish strong rapport with internal and external clients.

Responsibilities include all manner of pipeline field operations including but not limited to locating subsurface utility pipelines, utility marking, right-of-way inspections, gauging tanks, facilities inspections, preventative maintenance and minor equipment repairs. This position ensures the integrity and reliability of all maintenance of facilities in compliance with Company policy and procedures and applicable DOT regulations.

- Inspection of aboveground storage tanks.
- Review and process DOT and regulatory inspections and reports as required.

- Utility marking and line riding.
- Operates pipeline locators and marks location of pipelines. Works with Company and contract personnel to ensure pipeline is not damaged during construction around pipeline. Oversee construction as required.
- Work with a wide variety of tools and equipment including but not limited to pumps, mixers, hydrometers, centrifuges, temperature and H2S monitors, line locators, fire extinguishers and scrapers as required.

Coordinates with California Construction Manger to prioritize weekly time management and schedule.
Acts as Project Manager's field representative during execution of multiple projects/programs from design
engineering to final field completion.
Solves problems in a timely and decisive manner to ensure quality, safety, and compliance on the worksite to
ensure project success. Makes relevant recommendations for immediate action to the Project Manager and/or
Team Lead.
Monitors and evaluates inspector work methods to ensure construction procedures and materials utilized
adherence to schedules daily. Report findings and recommend improvement measures to California Construction
Manager and Inspection Supervisor for further action as needed.
Evaluates ongoing contractors’ performance and productivity. Report findings and recommend improvement
measures to California Construction Manager and Project Manager.
Attends pre-construction meetings to make sure all procedural details are discussed with all contractors (including
the onsite inspector) in preparation for execution. Assists Project Manager by including all necessary contractors
in pre-con meeting.
Oversees the Internal Inline Inspection (ILI) field work process and ensures the inspection is done safely, efficiently,
and in compliance with PHMSA standards.

Ensures the most current design documents are used to complete the work. Ensures all changes to specifications,
work scope and drawings are documented and approved prior to implementation.
Ensures Crimson and local/national safety codes, requirements and standards are being complied with within
assigned area of responsibility. Ensures the Zero Accident Philosophy is incorporated into every aspect of
construction operation. Actively participates in scheduled safety meetings.
Monitor’s construction productivity and schedule performance to minimize overtime work and investigate
reasons for less than satisfactory performance. Recommends and implements improvement measures by
modification to operating procedures/work instructions.
Performs other projects and duties as assigned.
Education:
High School Diploma required.
Technical degree from an accredited college preferred. Will consider experience in lieu of degree.
Certification:
NACE CIP 1 required, or able to be obtained within 6 months of hire.
API 1169
Work Experience:
3 – 5 years Prior supervisory experience.
7 – 10 years pipeline construction experience.
Experience managing construction projects > $1 million.
Competency:
Must be able to work effectively as a team leader.
Proficient in MS Office and MS Project.
In-depth knowledge of Regulatory Compliance, PHMSA, CSFM, DOT, and OSHA as related to the Pipeline industry.
Able to coach and mentor staff and work collaboratively with other groups to share and implement best practices.
Able to collaborate and work in a team environment.
Excellent interpersonal skills (training, presentations, etc.) with the ability to influence others, communicate
effectively, manage conflicting priorities, and establish strong rapport with internal and external clients.
Able to make sound recommendations, decisions and project plans that facilitate on-time and on-budget project
completion that secures the continuing safe and compliant operation of the business.
Other Requirements
Up to approximately 25% of time, occasional overnight travel by car to all Crimson facilities may be required.
Must be available on a 7 day/24-hour basis for performing assigned emergency response duties as needed at any
of Crimson’s facilities.
Ability to perform light work tasks to include moving objects up to 20 pounds.
Ability to ascend or descend ladders, stairs, scaffolding, and ramps.
Ability to move self in different positions to accomplish tasks in various environments including tight and confined
spaces.
Must be able to successfully pass Drug and Alcohol pre-employment and ongoing screening tests.
Valid Driver’s License required.
